Background: Electronic monitoring (ELM) was established in November, 1989, to monitor the activities of high risk offenders. The technology used includes radio frequency and Global Positioning (GPS). Radio frequency is used to monitor house arrest/curfew conditions. If an offender departs from their residence without permission they are reported as being “out of range”. Meanwhile, GPS is used to track the whereabouts of offenders and to monitor “exclusion zones”. Many times offenders are prohibited from having any contact with a victim and if the offender enters the exclusion zone (can be 5-30 miles in diameter) the victim is notified.
Offenders on Community Supervision and Pre-Trial Services can participate in this program.
