Increasing numbers of offenders with inadequate
reading and math skills means loss of opportunities, especially
in the area of employment. Studies have shown that low potential
for employment is directly related to low academic attainment.
Project: Better Chance, an educational program implemented by
the Williamson County Literacy Council at CTTC, began serving
residents in January, 1991. During the past year 77 CTTC
residents were served by the program. Program emphasis has
shifted from literacy tutoring toward GED preparation as a major
curriculum component. While residents generally enter CTTC with
an adequate command of basic reading and math skills, the
majority of residents did not have a high school diploma, as is
evident by the education distribution at intake.
In FY '00, 36% (58) residents had less than a
high school degree. Over the program year, a total of 19
participants completed all sub-tests and qualified for the GED.
Students who earn a GED while at CTTC receive a graduation
tassel and recognition by CTTC staff.
